You can gain a Stolen Police Uniform from the back of a Police Vehicle using a Lock pick, however you can buy one for around 10-15k if people are selling it.
It is a one time use!

You right click with a lockpick on a cop car, it doesn't matter where on the car you look. There is a very low chance of you getting anything let alone a cop uniform.
