This is an intentional feature that you can spawn two cars, however you are not allowed to spawn the same car twice if you only have one of that vehicle.
I advise you use the template here for future reports so it is clear to developers the problem by formatting it in that way.

I'm sure master Noda said in ooc that there is no rules against it and it's allowed.

From what I know it is deemed to be failRP, you have bought the car once but are spawning it in twice! The reason why you can spawn two cars in is because of the truck update so you can spawn in the truck and trailer.
