This dosen't seem to be a browser related issue seeing how IE, Chrome and Firefox all have the problem.

Correct, I missed the part where you wrote it.
But still, the possiblity that it's your Divices fault is really high.
Do you have anti-virus software or add blockers activated that might block it?

Have the same problem, I tried disabling all adblockers but it's still not working. Don't know about anti-virus.

If you want to Quote someone, use "reply" instead of "Quoate".
It seems like there is a bug. I'll contact People to look into that bug deeper so it'll be fixed soon.

This is a very old issue and have since fixed this after patching the dodgy MyBB Backends months ago.
