Simple solution. After 4 minutes of zero movement, a notification pops up saying "You have been AFK for 4 minutes, if you do not move in 60 seconds, you will be demoted".

I'll start a discussion within the team if we want chat messages to reset the AFK timer.
It's quite easy to make the plugin detect when you send a message, Garry's mod has a built in hook for this.
