From what I can see in your video, Rat, Leon is simply standing there. Do you have any evidence to suggest he tried to mug Sparx as well? If not, only Jessica Meebs will be receiving a punishment, if this were to be approved.

No i just assumed that he was taking part as they were sharing a vehicle and in the same faction.
