Can anyone tell me what mechanical parts are for? I haven't come across them in my 60 hours.

Spare mechanical parts and scrap can be comined using a schematic to create toolboxes. You can get them from robbing government vehicles with right click and scrap metal can be found in car crashes.

Under the mixtures tab. It allows you to craft things with ingredients such as mechanical parts
