I do not see water textures. I have all the content needed, yet doesn't work.

I used to have a similar issue and I fixed it by acquiring the half life 2 episode 2 content pack from the downloads page even though I had half life 2 episode 2 (the actual game) installed and mounted on to gmod.

This worked for me when I had the problem.
