So I have been annoyed ever since I first saw him and bothered multiple admins thinking he was abusing a glitch but this turned out to be a client side bug. Take a look what I saw:

Client side error if it happens again restart your game if it constantly happens verify your game cache.
Occasionally this can be fixed by typing "record 1" followed by "stop" in the console, not always though.
