I am surprised this happened with admins/mods in the server and none took any action.

Like Georgy said. Its quite odd that there was multiple staff members on. And no one took action. I even made a few @ callsmyself

I have banned kill permanently for both threats and admittance to DDoS as well as double accounting.
It was actually Cheeki Breeki.
He had set up quite a few alts after getting banned, all of which are now suspended.
