You didn't actually tell him to do anything for example 'get down and don't move' then obviously he cannot pull out a gun or move around.
Also why didn't you shoot him when a pulled out a gun and walked up to the S.R.U.

You cant pull a gun out when you are under FearRP and shoot at an officer.
SRU told you all to stop - you included.
Why should i shoot, when he is under FearRP. Is it my problem when people do not know the Server rules? - No

In real life you wouldn't let a guy walk up to a SWAT unit and then let him shoot him no you would shoot the guy.
