You should've just been patient.
In no way was the way you were trying to flip your car safe, especially since it was at the spawnpoint for citizens.
Proppushing your car a tiny bit in a as safe as possible way is allowed, however flipping your car is far too dangerous.

oh but an admin once told me that if they do not respond to flipping your car then you should flip it yourself

You're allowed to gently push a vehicle if it gets stuck.
In the video, you are flipping it and pushing it around in a central area.
