Well you have abilities such as removing use of tools
and blacklist for jobs
what you need is a ability to remove spawning a car
like setting there car limit to 0 or something
then when you get people who simply cant drive, eg kane he always cdm's
you can remove his ability to spawn a car from his inventory

+ Support, Possibly make it so it needs a access like c to spawn the car, you take access C they cant spawn it?

+support Many Rdmers Who Like Cause Once I Killed a Corleone and Robbed His Car He Rejoined I did it again he rejoined again and then i had no excuse to raid.......... Be good if you could blacklist them from it.............
