Summary: The person stole a cop car, drove away with it and refused to get out under gunpoint of about 5 police officers, ends up being shot. right after he dies he finds a new police vehicle which he then steals. When confronted with it he lies claiming it was ''the gundealer'', when i clearly recorded him stealing the vehicle. Also, Its failrp to steal cars out in the open, and you cant steal cars without owning a chopshop which he didnt.

You can only steal vehicles with a proper RP reason or if you own a chopshop. They most likely didn't have a proper RP reason but if they did it still isn't allowed to steal 2 police vehicles within 5 minutes, This would be NLR unless they find a new valid RP reason within 5 minutes which i highly doubt.
Also he refused to get out of the vehicle when being held under gunpoint of atleast 5 officers, Meaning he also broke FearRP.
