Summary: This guy was driving around in city trying to CDM everyone. CDMd me a multiple times and others.
17.1 Do not run people over on purpose (CDM), and always try to brake/avoid people on the roads. Call a paramedic (if available) when you've hit someone.

John John (STEAM_0:1:17351830) was found innocent, someone simply stole his vehicle to go on a mass cdm spree.
Pnoroff (STEAM_0:1:24823273) was found guilty of mass CDM.
I found more than 100 CDM's performed by Pnoroff in a timespan of 2 hours, there is no way this could be accidental.
Pnoroff will be issued with a 6 hours blacklist from vehicles, along with a ban from the servers.
