Why we should unban you: Beacuse i was driveing along and he got out in the middle of the road so i used my horn and he just stood there then when i tried to get past he moved in the way.

Hello,
from my point of view you were crashing randomly into another vehicle and stopped in front of the cop, he obviously wanted to stop you and you then just ran him over and drove away like nothing happened. With that, it is considered CDM.
