This really isn't a BR type of situation. This is more of a you needed a staff member on to demote them.

I was thinking about that, i told Winter and he didn't do anything as he was busy, i didn't really want them banned, just a blacklist or something

Thats not even really a reason to blacklist them. If they were FailRPing or something then that would be fine but as it stands the only thing that would have been done was to demote them.
