I have a question about making suggestions. If I want to make a suggestion for the FORUM, not the gamemode, then where should I make it?

I'll put it there then, I just thought that was only for suggestions for CityRp and not for the forum.

The Suggestions section is for both the servers and the forums. Whenever I made a suggestion thread for the forums, I've preceded it with [Forum Suggestion].
