I can confirm this, I was propkilled a number of times by the same guy. You should check the logs, he propkilled a lot of people.

I can confirm this. He propkilled me quite a bit and I think he was a doctor at the time. He also got regular weapons out which is not allowed. In the end he managed to do me quite a bit of pain.
