It has a lift on it and should have a keypad somewhere that will make the lift drop.

I saw a base very similar to the base pictured while playing last night. It had no keypad, and had contraband inside.
I blacklisted the player from building tools for 6 hours.

They keep popping up around that same area, I'm getting rather annoyed now, They're spoiling RP.
