If it means anything, the player wasn't aware he needed a reason to up the taxes. He just got the job. He changed the taxes, the players asked why, he responded. Without trying to tell him that he needed a reason, the player reporting took a screenshot and left the server. One gentlemen/woman told KamiKatze that he needed a reason to change the taxes. He lowered the taxes back, and all was good.
Honestly, no where in the rules does it clearly state that you need a reason to change the taxes. If Kamikatze initiated a lockdown, it would be different..
Sorry if I'm not supposed to/allowed to comment on ban requests. I just find this a bit unfair for the somewhat new player.

It was a joke by him and after we explayned the situation he set the tax to 5%
