I think its not a metagaming , Because that police was BreakingRP
before 5 Months was i had a banned 6 months , then i had a banned again

If you were informed OOCly about a police-officer who "randomly" shot him, then you interviened IC'ly for an OOC reason, thus metagaming.
The police-officer was not failRPing in any way, but you two were.

We were talking out of the character but i should me did it , because he said help me , but were not my fault I'm talking out of the character but the person [ xLion ] who spoke with me from in the character , what is my fault !!!!!!!!!!

You were communicating over TS. You were informed OOCly about a "random arrest" which you responded to ingame and killed him for. This counts as metagaming.
Denied.
Closing notes: The banned player was found guilty of breaking the rules as he is already banned for. There was found no reason to remove nor shorten the ban issued.
