Summary: Fireskull walked into a bank, tazed a man for 'going to kill another guy to avoid arrest??' handcuffed him, then stepped on his body.

I've seen him taze people just to handcuff them when they were doing what he requested, but I do not have proof of that.
I do believe theres another police officer who has seen him random tazing citizens for no reason.
