I'm assuming this is related to posting a ban request.
If you can't find a players Steam ID, post the players last known name and in the date/time section post the most accurate time that the event occurred. This will give the administrator reviewing the case the best chance at finding the accused player when reviewing the logs.

Also, if you're currently ingame, type "status" into console and it will give you the Steam IDs of all the connected players.
