Summary: Was publicly building, built a door that blocked off public property. Furthermore, he had flying props. Can't identify the exact prop, but may be a camera. The IG camera wouldn't show the prop for whatever reason.
UPDATE: No, they did NOT own all does inside the villa area. More evidence added.

User was public building as he didn't own every door in the villa and had a floating prop.
