Summary: Alot of things happened so I will try and explain everything that happened in order. I was walking through the tunnel when I saw Chico Vato start running over some rebels.
I got some screenshots then left the area and I came back later to realize somebody had stolen his car and crashed it. Instead of calling a medic and handcuffing the person he shot the injured body of the guy who stole his car. I took screenshots of him admitting to it and the body.
Later he got demoted from cop for killing a fellow cop. Then he propkilled a medic and blocked off the tunnel. Then he started punching me and I tazed him and started to arrest him. Then he logged off.
