Summary: He was basing with other rebels at the main street ( breaking base rule 7 ) I told him to remove the base, but he refused to do so. also he was blocking the whole Tides Hotel.

BASE RULES: RULE 7 " All buildings in the main city street and all obvious shops are reserved for passive RP. Do not base here. "
main street is the street what comes from the city tunnel. ONLY passive RP and shops are allowed on main street.
