Title of Bug: Commands while hostaged/cuffed
Description:
While you're in cuffs or tied up you're not able to use 2 commands. /w and /y.
While you're cuffed you're still able to shout and whisper, same while you're tied up (In real life)
So I feel like these should be enabled as it will enchant roleplay possibilities.

Also when you are cuffed, always in jail if I want to /y something to the guards, it doesn't work.
