Most likely due to the fact of the uprising French population on the servers.
Just the other day, we had experienced what it was like to have a Police Sergeant that only knew how to speak French. We had to resort to using google translate, as well as finding a translator on the server, to manage that. Translating the rules into French is the only important thing, and that is probably the only reason why they need a translator.
