To whom ever this may concern,

We at the Ministry of Peace are sending this letter to the participants, members and associates (and any other parties howsoever involved in) of Blackwatch corporation. This letter serves the purpose of informing you of your illegal actions, and the course we will take if you continue in this manner.

Blackwatch and it's affiliates have to date been engaged in a number of hostile actions against our organisation. On the 09/10/2013 members of your organisation or affiliates thereof, ordered or instigated an attack upon official Ministry of Peace officers, upon investigation we have learned that high authorities in your organisation ordered and/or sanctioned such actions. Denial of this fact will be ignored under the legal rules of estoppel.
Furthermore on multiple occasions, your organisation and/or affiliates have been seen to act contrary to the principles of human liberty and freedom, attacking persons on site, executing illegitimate targets, and producing on mass counterfit money and large quantities of narcotics.
Due to the negative impact this has on the global economy, and instigating conflicts worldwide, you are being treated as the aggressor, and prime cause.
As well as the aforementioned, you are found guilty of perpetuating conflict, and utilising child soldiers in said conflict, acting contrary to the geneva convention, and other regulatory articles howsoever applicable to conflict. You have been found guilty of wreckless endangerment of lives, gun smuggling, and other crimes against humanity and peace.

In the name of Peace my organisation will work to stop you howsoever is necessary, up to and including permanently halting your activities, affiliates and if necessary your existence.

Failure to immediately cease and desist the noted activity engaged in by you and your associates, will lead to unlimited force being used upon your person and entities, including any relevant properties. Our actions will not be limited by rules of engagement, this is not a negotiation, this is your one and only warning, failure to comply immediately, will designate all persons so associated with you as legitimate targets, and these obstacles to peace will be removed with prejudice.
You have been judged, and you have been found wanting.

This is an open notice to the Ministry Of Peace.

Dear Mr Nicholson
I have taken upon myself to answer your letter as I am currently the highest rank in the corporation who is in the office. May I make it clear this is not an official reply, however I will ask the head of Blackwatch Corporation, General Styx, to reply to you post haste; I am simply giving a temporary response to your letter in line with our polices.

your letter has come as a shock to me. I wasn't aware of the events of 9/10/2013, as I was away on business and have only just made it back to my Seattle office, where the regional HQ I command is based. I am disgusted that men, possible under the command of myself (depending on the divisions who carried out the attack) have attacked anyone, let alone the Ministry of peace.

I make the assumption that this occurred in Evo, more specifically, the capitol Evo City as I have been notified of large amounts of unrest there recently.

i: "we have learned that high authorities in your organisation ordered and/or sanctioned such actions. Denial of this fact will be ignored under the legal rules of estoppel."

I Myself was not aware that the incident was instigated by such high places in the corporation, as I said I was not in the office at the time this occurred. However, may I be clear, I am not denying the involvement of high authorities ordering this, as you have said you have proven this and denial is impossible considering you have proven this as the truth.

I assure you, good sir, these actions (if to be proven the truth) have happened under the nose of me and my immediate team. I cannot comment as to the actions of other members or associates of the Corporation. May I guarantee you i will be investigating this personally.

I would like to at this point suggest something. I as a representative of Higher Command in Blackwatch Corporation am horrified by the actions you have detailed in said letter. I would like to ask if your Ministry would work alongside Blackwatch to resolve this out of the courts and military ruling. I believe that all conflict can be solved with words so here is what i propose:

- please detail me with the names of the perpitrators, they will be dealt with internally and severely.
- I propose a meeting with Senior management/ command in the Ministry of Peace and the Higher Command team in Blackwatch either in Evo City or over conference call (OOC: steam) so that we can work out an agreement and resolve this.

this needn't come to anything serious, I speak for all at Blackwatch in that we extend our hands in peace, offering condolences to any that have been hurt or killed in the mindless actions of some individuals in the Corporation. if needed Financial Compensation for damages will be issued in accordance with the 1999 Insurance Regulatory and Development Authority Act.

This is a declaration ratified by the member states of the United Nations, and issued under the authority of the Ministry of Peace. You are found guilty of crimes under the following article ''Rome Statute of the International Criminal Court'' these crimes are detailed under article 5, article 7, and article 8. Furthermore you are found guilty of territorial crimes against the United states, these crimes being; attempted finance fraud, laundering and producing counterfeit money, drugs trafficking, and murder.

Your actions as a PMC have grossly violated the statues and laws which the Ministry of Peace is sworn to uphold, you have been found to be an enemy to peace, and we will act accordingly, listed for your convenience are the articles in question.

Article 5
Crimes within the jurisdiction of the Court
1. The jurisdiction of the Court shall be limited to the most serious crimes of concern
to the international community as a whole. The Court has jurisdiction in
accordance with this Statute with respect to the following crimes:
(a) The crime of genocide;

Article 7
Crimes against humanity
1. For the purpose of this Statute, ‘crime against humanity’ means any of the
following acts when committed as part of a widespread or systematic attack
directed against any civilian population, with knowledge of the attack:
(a) Murder;
(b) Extermination; 4

(d) Deportation or forcible transfer of population;
(e) Imprisonment or other severe deprivation of physical liberty in violation of
fundamental rules of international law;
(f) Torture;

(h) Persecution against any identifiable group or collectivity on political,
racial, national, ethnic, cultural, religious, gender as defined in paragraph

or any crime within the jurisdiction of the Court;
(i) Enforced disappearance of persons;
(j) The crime of apartheid;
(k) Other inhumane acts of a similar character intentionally causing great
suffering, or serious injury to body or to mental or physical health.

Article 8
War crimes
1. The Court shall have jurisdiction in respect of war crimes in particular when
committed as part of a plan or policy or as part of a large-scale commission of such
crimes.
2. For the purpose of this Statute, ‘war crimes’ means:
(a) Grave breaches of the Geneva Conventions of 12 August 1949, namely,
any of the following acts against persons or property protected under the
provisions of the relevant Geneva Convention:
(i) Wilful killing;
(ii) Torture or inhuman treatment, including biological experiments;
(iii) Wilfully causing great suffering, or serious injury to body or health;
(iv) Extensive destruction and appropriation of property, not justified by
military necessity and carried out unlawfully and wantonly;
(v) Compelling a prisoner of war or other protected person to serve in
the forces of a hostile Power; 6

(vi) Wilfully depriving a prisoner of war or other protected person of the
rights of fair and regular trial;
(vii) Unlawful deportation or transfer or unlawful confinement;
(viii) Taking of hostages.
(b) Other serious violations of the laws and customs applicable in
international armed conflict, within the established framework of
international law, namely, any of the following acts:
(i) Intentionally directing attacks against the civilian population as
such or against individual civilians not taking direct part in
hostilities;
(ii) Intentionally directing attacks against civilian objects, that is,
objects which are not military objectives;
(iii) Intentionally directing attacks against personnel, installations,
material, units or vehicles involved in a humanitarian assistance
or peacekeeping mission in accordance with the Charter of the
United Nations, as long as they are entitled to the protection
given to civilians or civilian objects under the international law
of armed conflict;
(iv) Intentionally launching an attack in the knowledge that such
attack will cause incidental loss of life or injury to civilians or
damage to civilian objects or widespread, long-term and severe
damage to the natural environment which would be clearly
excessive in relation to the concrete and direct overall military
advantage anticipated;
(v) Attacking or bombarding, by whatever means, towns, villages,
dwellings or buildings which are undefended and which are not
military objectives;
(vi) Killing or wounding a combatant who, having laid down his arms or
having no longer means of defence, has surrendered at discretion;
(vii) Making improper use of a flag of truce, of the flag or of the
military insignia and uniform of the enemy or of the United
Nations, as well as of the distinctive emblems of the Geneva
Conventions, resulting in death or serious personal injury;
(viii) The transfer, directly or indirectly, by the Occupying Power of parts
of its own civilian population into the territory it occupies, or the
deportation or transfer of all or parts of the population of the
occupied territory within or outside this territory;
(ix) Intentionally directing attacks against buildings dedicated to
religion, education, art, science or charitable purposes, historic
monuments, hospitals and places where the sick and wounded
are collected, provided they are not military objectives;7

(x) Subjecting persons who are in the power of an adverse party to
physical mutilation or to medical or scientific experiments of any
kind which are neither justified by the medical, dental or
hospital treatment of the person concerned nor carried out in his or
her interest, and which cause death to or seriously endanger the
health of such person or persons;
(xi) Killing or wounding treacherously individuals belonging to the
hostile nation or army;
(xii) Declaring that no quarter will be given;
(xiii) Destroying or seizing the enemy's property unless such destruction
or seizure be imperatively demanded by the necessities of war;
(xiv) Declaring abolished, suspended or inadmissible in a court of law the
rights and actions of the nationals of the hostile party;
(xv) Compelling the nationals of the hostile party to take part in the
operations of war directed against their own country, even if they
were in the belligerent's service before the commencement of the
war;
(xvi) Pillaging a town or place, even when taken by assault;
(xvii) Employing poison or poisoned weapons;
(xviii) Employing asphyxiating, poisonous or other gases, and all
analogous liquids, materials or devices;
(xix) Employing bullets which expand or flatten easily in the human body,
such as bullets with a hard envelope which does not entirely cover
the core or is pierced with incisions;
(xx) Employing weapons, projectiles and material and methods of
warfare which are of a nature to cause superfluous injury or
unnecessary suffering or which are inherently indiscriminate in
violation of the international law of armed conflict, provided
that such weapons, projectiles and material and methods of
warfare are the subject of a comprehensive prohibition and are
included in an annex to this Statute, by an amendment in
accordance with the relevant provisions set forth in articles 121
and 123;
(xxi) Committing outrages upon personal dignity, in particular
humiliating and degrading treatment;
(xxii) Committing rape, sexual slavery, enforced prostitution, forced
pregnancy, as defined in article 7, paragraph 2 (f), enforced
sterilization, or any other form of sexual violence also constituting a
grave breach of the Geneva Conventions; 8

(xxiii) Utilizing the presence of a civilian or other protected person to
render certain points, areas or military forces immune from military
operations;
(xxiv) Intentionally directing attacks against buildings, material, medical
units and transport, and personnel using the distinctive emblems of
the Geneva Conventions in conformity with international law;
(xxv) Intentionally using starvation of civilians as a method of warfare
by depriving them of objects indispensable to their survival,
including wilfully impeding relief supplies as provided for under the
Geneva Conventions;
(xxvi) Conscripting or enlisting children under the age of fifteen years into
the national armed forces or using them to participate actively in
hostilities.
© In the case of an armed conflict not of an international character, serious
violations of article 3 common to the four Geneva Conventions of 12
August 1949, namely, any of the following acts committed against persons
taking no active part in the hostilities, including members of armed forces
who have laid down their arms and those placed hors de combat by
sickness, wounds, detention or any other cause:
(i) Violence to life and person, in particular murder of all kinds,
mutilation, cruel treatment and torture;
(ii) Committing outrages upon personal dignity, in particular
humiliating and degrading treatment;
(iii) Taking of hostages;
(iv) The passing of sentences and the carrying out of executions
without previous judgement pronounced by a regularly constituted
court, affording all judicial guarantees which are generally
recognized as indispensable.
(d) Paragraph 2 © applies to armed conflicts not of an international character
and thus does not apply to situations of internal disturbances and
tensions, such as riots, isolated and sporadic acts of violence or other acts
of a similar nature.
(e) Other serious violations of the laws and customs applicable in armed
conflicts not of an international character, within the established
framework of international law, namely, any of the following acts:
(i) Intentionally directing attacks against the civilian population as
such or against individual civilians not taking direct part in

units and transport, and personnel using the distinctive emblems of

related to the conflict, unless the security of the civilians involved or
imperative military reasons so demand;
(ix) Killing or wounding treacherously a combatant adversary;
(x) Declaring that no quarter will be given;
(xi) Subjecting persons who are in the power of another party to the
conflict to physical mutilation or to medical or scientific experiments
of any kind which are neither justified by the medical, dental or
hospital treatment of the person concerned nor carried out in his or
her interest, and which cause death to or seriously endanger the
health of such person or persons;
(xii) Destroying or seizing the property of an adversary unless such
destruction or seizure be imperatively demanded by the necessities
of the conflict; 10

(f) Paragraph 2 (e) applies to armed conflicts not of an international
character and thus does not apply to situations of internal disturbances

acts of a similar nature. It applies to armed conflicts that take place in the
territory of a State when there is protracted armed conflict between
governmental authorities and organized armed groups or between such
groups.
3. Nothing in paragraph 2 © and (e) shall affect the responsibility of a Government
to maintain or re-establish law and order in the State or to defend the unity and
territorial integrity of the State, by all legitimate means.

In this chapter: (1) "Insurance policy" means a written instrument in which is provided the terms of any certificate of insurance, binder of coverage, contract of insurance, benefit plan, non-profit hospital service plan, motor club service plan, surety bond, cash bond, or any other alternative to insurance authorized by Chapter 601, Transportation Code. The term includes any instrument authorized to be regulated by the Texas Department of Insurance.

21 USC Chapter 24 - INTERNATIONAL NARCOTICS TRAFFICKING (a) Criminal penalties

The crime under statute 5 is the action of you and your affiliates howsoever involved in; the crime of aggression, and perpetuating war crimes.

The crime under statute 7 is the action of you and your affiliates howsoever involved in; Murder, extermination, torture, Imprisonment or other severe deprivation of physical liberty in violation of
fundamental rules of international law;

The crime under statute 8 is the action of you and your affiliates howsoever involved in; war crimes.

The crime under finance fraud is the action of you and your affiliates howsoever involved in; is the attempt of you and your affiliates to undermine our investigation with a fraudulent claim to reimburse us under insurance policies issued by the ''Insurance Regulatory and Development Authority'' if you had done your legal research, you would understand that this is a) a territorial organisation, b) insurance is not a legally acceptable remedy for crimes including murder, and assault, c) the Insurance Regulatory and Development Authority is an autonomous apex statutory body which regulates and develops the insurance industry in India.

The crime under Counterfeiting is the action of you and your affiliates howsoever involved in; the production of counterfeit notes, please note that ignorance is not a defence, and the crime of aiding and abetting known criminals is an additional charge.

The crime under Trafficking of prohibited substances is the action of you and your affiliates howsoever involved in; the manufacture and distribution of prohibited narcotics, and the subsequent sale of them, please note that ignorance is not a defence, and the crime of aiding and abetting known criminals is an additional charge.

Due to these crimes, you are to immediately cease and desist all activities in the name of, or aid of Blackwatch corporation. Continuation of any activity under the name of Blackwatch or any of it's affiliates, or for any purpose deemed related to the business of Blackwatch shall be met with lethal force. This is not a negotiation, this letter is a judgement, you will cease all activities or you will be forced too. The actions Ministry of Peace will take to prevent your continuing business will not be limited, this is your one and only chance to solve this peacefully, failure to comply will result in unlimited military action.
