Summary: Cars were baned from the city, also he ran over a police officer so i ordered him to get out of the vehicle, he simple ignored me, ran me over so i was injured, and to completely kill me, he ran me over again.
@Update: Later when he was insulting to everyone, i razed him and wanted to handcuff, when he simply reconnected to avoid arrest, as you can see on the screenshot i was tazing him, then he disconnected, and delayed message says that in handcuffing him.
