Summary: Simply cars were banned from the city. When i told this guy to get out at the petrol station while i had gun pointed at him, he did it, but then when i was trying to arrest him he entered his car and tried to run away. Then, when i and 2 special service agents had pointed a gun on him, he got out another time, but again when i tried to arrest him, he entered his car and ran away.
