Try getting a picture of the owner of the fence so they can clarify easily that it is infact Terrifier

In the top right of the picture, it shows "Owner; Terrifier". This makes it very obviously his prop. When you look at cars on the other hand, it shows "Owner; World"

Evidence was deemed sufficient, as accused player was found violating rules regarding FailRp, Mass Prop-spam, Mass CDM, Disconnecting to avoid arrest, No Intention of playing nicely.
Suspension will be applied for 2 months, Physgun/toolgun/Props and Vehicle blacklist for 10-20 hours each..
