It's simply a brush, you can google them, for example "smoke brush" and then you can use them as a brush.

Additional informations: He's my favorite character, and I would like you to make the picture purple, green, (My 2 favorite colors) and black. Of course bits of whites and stuff, really whatever you think will work. And to have the words HA in the background maybe, or just around the picture. A bunch of them, if you would. And maybe his choice of weapons? Joker's Choice Of Weapons. (Ex:Knife, Joker Cards, Explosives, Boxer's Glove.) I like the positioning you used with my old signature with my name and the quote. So maybe have the same thing and have his face to the left of the words. Not sure, but I know you will do an amazing job =)
