Summary: Well. Not much to say here as the evidence says it all. The president was not allowing medics to be in the city but allowed cars. There was CDM everywhere and the president banning Medics was FailRP and causing more to die. In real life you would not ban government who are saving lives from a town would you?

He banned the doctors, not the medics. If the president was a dictator by that time, banning doctors should be fine.
