The two things you say.... are bannable.
Try this
Either do cop RP and if you RP it properly you may find a lot of contraband or you can be a supplier for a restaurant - Go fishing then sell the fish $200-$250.

Lazy ways to save up money:
Avoid advertising and buying doors as much as possible. Invest like $2000 on a fishing rod instead of continuesly buying food from a chef. Roleplay a job with a high salary.
Prostitution IS allowed. But that's just awkward and not recommended at all.
