On v33x, he can be found in a corner behind the apartments.
On v2p, he can be found in a corner behind the drug store.
On v2d, he can be found in the corner of the alleyway in the slums.

Sometimes he disappears after a server crash/restart. You just have to wait until he appears. You can find him in those locations, however, sometimes like the bus stops, he may vanish.

would be nice if one of the dev's could take a bit of time to fix it, it can be rather annoying changing servers just to sell weed and then attempting to get back onto v2p.
