It looks like he was trying to make a checkpoint for cars and still currently building it... I don't think he is trying to prop-block.

It stood there until he disconnected (then reconnected later and started the same shizzle as cop in front of Equalizer) ... I doubt a checkpoint is made on the ground using fading door without any keypad around.
And since when secretaries make checkpoints ?
