Summary: I was in the process of getting a warrant to impound an illegally parked vehicle, when Nefiron CDM's me with his ambulance. He then refuses to give me back/refund my lockpick, and in the chat even denies to have broken any rules.
Evidence: Due to the accurate timeframe, I think that you should be able to find this in the logs.
