Yes that's a great idea, I also saw them on a kuroscript server and they will stimulate the RP.

I think this would be a very nice change, I mean.. Instead of going around like a prisoner citizen, this would be a nice change. ^^,
And ye, i agree it would really stimulate the RP mutch more.

Actually, you could get the Refugee skins (somewhere on garrysmod.org, cba to find it right now) and use them as citizens.
And prisoners could use the original Citizen skin used in Half-Life 2.
