Like you write here, he was AFK because he was downstairs and eat dinner. It is quite hard to fix it when he is away, and he was AFK for like max 10 min. When your mom comes behind you and drag you down to eat, it is hard to change your job to unemployed and change the keypad when someone tell you to do..

Doesn't change the fact that he should of tested it before leaving. I can symphatize being AFK, but the fact is there was contra in there which as goverment agents we would of quite liked to blow up, and which we couldn't because of that.
The rules are clear that propblocking is against the rules, and if being AFK is enough to allow it, then people will just propblock their contra and then stand still and ignore admins when their told to fix it.
Its unfortunate that he was AFK, but doesn't change that he was AFK in a role (which you shouldn't do anyway) and had a propblock.

Time and time again I have to tell players to make the base FUNCTIONAL first THEN put contra.
