quings was a President and a was a black market dealer and quings says : black market dealer is banned from the city. and black market dealer starts in the city so i report it.

Not to mention that this is the stupidest thing to ban someone for.
As the President he can ban people from the city as he pleases, if you spawn there you just got to get out after you spawn that's all
