1. What would be a good reason to steal a car as a mafia boss?
1a. What if they wanted to make a business reselling the cars?
2. How would you place a stolen car into your inventory?
3.should a cop arrest or shoot if your caught stealing a car
Thanks in advance, just wanted to know these answers before I go off as a corelone member.

1a/1: No reason, mafia boss should manage the mafia, not steal cars. Same for the rebel leader.

I have a much shorter solution:
Use some common sense
If you are found stealing cars as a don corleone/rebel leader/anyone in general, and you are stealing them for an idiotic reason, you will likely be banned.
