A perma ban seems a little bit harsh.
However, Racism IS NOT TOLERATED and it clearly states that in the rules.
I propose an 4 Week Ban.

No. Absolutely not. You were reported to be punchwhoring people. Racism towards an admin for doing his job will not be tolerated. Discrimination of any sorts is under zero tolerance.
