Thread Title: Several NLR breaks + rejoining to get his car back

Summary: Breaking NLR because he died. Obviously he came back to arrest his suspects he was dying by. 5 min later he gets his car stolen, so he decides to rejoin to get his car back.
( Everything summary'ed here, is something I saw from my eyes. I followed him because I noticed he broke a rule to me. I have not been taken action in most of the events, leading to him rulebreaking. Most have been spectated by me, without him knowing).
