It's clearly valid from the evidence given that both Rame and Montana are guilty of mugging in Public, in complete view of everyone, right in the middle of Mainstreet. This is FailRP.
They will both be given blacklists from Weapons. Due to their hours, it will be longer than usual. However, they're not usually ones to break the rules.
