PT 1. For each police vehicle, add/create an American City Police, American Sherrif, British Police and Swat Livery.

PT2. Allow the Sergeant to choose the livery for the force and be able to set exemptions for certain officers (and an auto exemption for undercover officers).
Why?
Allows for more co-ordinated police roleplay that increases immersion. Seeing a British police car next to a state trooper is jarring.
