As for the plates, why are they changing with the seasons? Just for looks? Other than that, looks good!
I took these screenshots on a version where the new police car wasn't enabled, no worries. Police car stays.

1. Does your number plate apply to one car only? or all your cars?

1. Your licenseplate will be the same for every car you spawn, yes.
2. Yes, the licenseplate stays yours untill you change it yourself, even when disconnecting.
