How exactly would he become more irrelevant?
You'd still have to buy them from the Black market dealer so if anything it'd put him in the spotlight more.

I'm gonna give this a +Support I realistically would like to see it not being available for Corleone.
This would make the spots more for Corleone/Mafia RP and not just full of this weed growers.
