I decided cops and ss can use breach in this way
It will be the same buyable breach as normal
It will only work on props if your a cop or ss and the target prop is a warranted player

I see the reason for this, but it raises a question[at least with me], say the person has a doomfort, and you are unable to reach the walls to slap it on there. What are your options?
As terrible as the idea may sound, I just say give the Police an M203 of sorts which shoots breach charges, or teargas, and it can only be used when you are Police or SS.

Basically, here's the tipical RP if the suggestion was made (For those who are confused):
Gangster: *Is protected behind a keypadded wall, guns out, protecting his contra.*
SS: *Sets a charge on the wall and clears the way to prevent explosion damage.*
*The breach blows up the wall.*
SS & Cops: *Proceed to arrest, shoot only if necessary.*
