Playerbase has grown. A lot.
EDIT: Also, HL2RP? Good luck getting SoulRipper and the devs time to script a whole new gamemode. Just saying.

because most of them are PRIVATE ones, under the security password
You need to get whitelisted if you want to get in HL2:RP
